Andrea M. O’Neal

Andrea M. O’Neal is a seasoned executive, former senior federal official, and trusted strategic advisor with over 20 years of cross-sector experience spanning government, Wall Street, social impact, and C-suite leadership. Andrea has dedicated her career to accelerating social and economic mobility, advancing equity and closing systemic opportunity gaps.
Most recently, Andrea served as a senior White House official under 46th U.S. President Joseph R. Biden. In her role in the White House Domestic Policy Council as the Special Assistant to the President for Racial and Economic Justice, she led the development and implementation of a national portfolio of federal policies and programs aimed at advancing civil rights and addressing the needs of millions of Americans in underserved communities. Her body of work included spearheading implementation of the President’s racial equity executive orders across all federal agencies, as well as cross-sectoral policy priorities related to arts, culture and civil society. She was also previously appointed as the first-ever Senior Advisor to the Administrator for Equity at the U.S. General Services Administration. She led a Front Office portfolio of presidential priorities across the 12,000-person agency to drive positive community impact results in the federal government's infrastructure and climate investments, large-scale public real estate development projects, small business contracting and a suite of governmentwide civic technology services.
As a former Wall Street talent coach and global capital markets investment banker-- including four years on international assignment executing multi-tranche IPO and equity deals in the UK, European and Asian financial markets-- Andrea developed a unique business acumen that she leverages to achieve exceptional relationship management, shareholder value, and metrics-driven results. Now, as the founding principal of Community Alpha Strategies LLC, Andrea partners with public institutions, private enterprises and communities to realize a more prosperous and inclusive future. She applies her interdisciplinary skill set, depth of expertise, and extensive network to deliver organizational success and social good in her private sector, nonprofit and government experiences.
A nationally recognized thought leader, Andrea has served in several appointed positions including as a policymaker-in-residence at the Center for Law, Policy, and Social Action at Drexel's Kline School of Law, a research advisory committee member for the Bill & Melinda Gates Foundation's Equitable Futures Project, Brown University President’s Leadership Council, and Ambassadors Program for the Smithsonian National Museum of African American History & Culture. She is a proud sister of Alpha Kappa Alpha Sorority, Incorporated and a chapter charter member of The Links, Incorporated. Andrea earned a bachelor's degree in business economics from Brown University and has completed selective continuing education experiences at Harvard Business School, The Wharton School at the University of Pennsylvania, and the London School of Economics. Her work has been featured in the Wall Street Journal, Bloomberg and several industry conferences.
